     He was first mentioned in Plymouth records on 10 December 1646  as a voter. He was admitted a freeman in 1654 and served as assessor in 1665. He served as one of the three selectmen of Plymouth for over 16 years and was a deputy of the General Court from 1673-1675, He was also the leader of the South Company of militia. The house he built in 1677 is still standing and the timbers were from the old fort built in 1621.

        The estate of William Harlow was proved in Plymouth County 3:107, 135 and settled on 21 June 1712. It mentions widow Lidia, daughter Elizabeth Doten and her son Thomas Doten; Eldest son Thomas Harlow, 2nd son William Harlow, 3rd son Robert Harlow, 4th son Isaac Harlow, 2nd daughter Mary, 3rd daughter Lidia, and youngest daughter, Rebecca.
